Talent is the decisive factor of an enterprise's development.

“Talent decides the development of an enterprise “. Talent is the life of whole enterprise and no enterprise can survive without talent, Only by cultivating and training talents in maximum degree can an enterprise develop continuously otherwise this enterprise will lose potential for development. Based on the principle our corporation for half century has paid emphasis on talent cultivation and thus, has created large number of talents.

For the past few years, revision and proposal of the provisions and methods such as “Enforcement Compendium of Elitists Troop Building”, “Management Method of Employees’ Training”, “Temporary Provisions for Talent Absorption” and “Implementation method of Professional and technological staff cultivation and trainingcultivation” a serial regulations and methods regarding talent cultivation and training. which further enhance and improve the talent cultivation of our company. By the end of June, 2008, our company has staff 736 on list , staff in position ( including re-employed staff ater retirement staff) 699 among whom professional technological staff of various disciplines occupy 638.

The features of the existing team are high educational background, high rate of professionals of various disciplines and dominant part of young and middle-aged staff. Among the about 700 working employees, 638 professionals account for over 91%.Among the professionals, 231 employees with senior title i( including regular senior title )account for over 36%. 213 employees with Master and Doctor Degree account for over 33%. 415 employees aged below 35 account for over 60%.

We have brought up many outstanding professional leaders and influential experts in the industry. In our company, there are 2 State level survey and design; masters 1 person of position in first level under State talent building project which plans to build ten millions talents 2 persons position in first level under talent building of Ministry of Communication which plan to build tens, hundreds and thousands of talents.. 2 people are awarded as the “Top 10 Bridge Experts” in Communication Construction in China; 2 people are awarded with the name “Young Technical Elitist in Communications Industry”; 3 people win the Bridge Award of Young Group at Maoyisheng Science and Technology Award Competition; 2 people are awarded Youth Science and Technology Award of China Highway and Transportation Society; 8 people are of the name “Hundred Outstanding Engineers”; 28 people enjoy the Special Government Allowance granted by State Council; There are 20 company senior managers, general engineers, vice general engineers and checking engineers who has influence in the industry.

To meet the needs of self innovation and creating core competitiveness, a scientific research team with elitists as heads has primarily formed. There are 20 people working part time or full time in the significant scientific research such as the issues of National Scientific Support Plan and National High Technology Research and Development Plan (The 863 Plan), the West-region Traffic Construction Scientific Projects of the Ministry of Communications and the Scientific Project of China Communication Construction Company Ltd. To meet the needs of market development, people should be trained to be the ones good at both technique and operation. We have 80 operation and management persons in Business Department and Branches while 20 elitists engaged in the international business and project management are brought up and introduced. Through the optimization of the human resource management and principles of public recruitment and job bidding, the knowledge and the ability structure of the management personnel in functional departments have been improved.

In order to build up a modernized consulting company acting in compliance with international conventions and practice and for purpose of sustainable development of company we make efforts to further perfect our talent building working mechanism by developing a detailed personnel employment system and enhancing talent cultivation and constant human resource development. We build up three key talent teams Team one consists of engineering academician, design master as a leading team. Team two consists of professional and technicians team suitable for production research and development , possessing national advanced technology , reasonable structure in profession, knowledge of learning and ages. Team three consists of management talents who are adaptable to international marketing and operation, expert in management, good at modern company management and project management. Meanwhile the key personnel team building is our focus and integral building of team is promoted. On basis of improvement of quality of whole staff the top talents are distinguished. In addition we foster a good atmosphere filled with enthusiasm for learning and esteem to knowledge , a surrounding of respecting talents, fair competition and harmonious and cooperative human relationship beneficial for talent cultivation.

We will take approximately 3 years to cultivate 20 to 30 influential professional authoritative top talents with ability and achievement of independent innovation. A troop of human resources shall be basically formed consisting of around 800 talents specializing in production , scientific research , operation and management and this troop contains various talents of reasonal allocation of various professions, top technical level, suits business development, meets requirement of competency and has proper division of age sections. We shall try hard to cultivate one academician and additional one to two design maters in coming 5 years or long time.
